I would like to create a form that divides up its data between two different spreadsheets depending on what the user chooses as their first selection category. Is this possible? For example, all submissions for "inspection" go to one google drive spreadsheet, whilst all others go to another separate spreadsheet.

Unfortunately it is currently not possible to achieve your requirement. Please note that if you have integrated your form with google spreadsheet, it will always send the submission data to that google spreadsheet only. It is not possible to send submission data to two different google spreadsheet.
