I am testing my first form, and see a problem when trying to allow someone to change the image they submitted the first time. On my form, to the right of the original image is a "Choose File" button, followed by "No file chosen", and underneath that, the title of the original file in blue (although that link produces an error message- that's a different problem.) When I click "Choose File", I am allowed to choose a new image file from my computer, and its title shows up next to the "Choose File" button, but the title of the original image file remains on the form, and the image has not really been changed. On the 2nd image of the attached screenshot, which was originally "Fan Quilted.web.jpg" but I was trying to change it to "Qlt.Gdn.jpg." I also tried to change the last image on the screenshot. The first image I had left unchanged.

This is actually how it work if you use the Edit Link for the form.
The "img src" on the upload field when in Edit mode will become "forbidden" or error 403 since the file server used for the image link is now restricted.
This is how the error link for the image look like..
It is restricted because when in submission Edit mode, the user (any of your form user) is using only a guest account in the file server.
Unlike you, when you are login to the form builder and try to Edit the submission, you have a particular account (not guest) which the server can use to authenticate.
But, although on the user's Edit mode, the images were not displayed, the user can still overwrite the previous uploaded file/image by using the upload field button again, then submit the form.

Here's what I think you are saying: Although it looks like a problem in the
Edit mode, once it is submitted, all is well. Is that correct?

Yes Sue. All is well.
Although the one "editing" the form could not see the previous uploaded images correctly on the upload field, it can still be amended/changed by overwriting it with a new uploaded file/image.
When the "edited form" is submitted, it will be submitted correctly.
