I am noticing that some of the fields have something in them and should be
blank for customer to used a drop down selection.

To fix the issue, please disable the Continue Forms Later feature. Here's a screen animation guide:
1. Open the form and go to the Settings page.
2. Select the Form Settings tab and click the Show More Options button.
3. Disable the Continue Forms Later.
Open your form again and let us know if the issue persists.
