How to create a PDF form to use the existing page breaks?

Hi I am trying to create a PDF of my form but I would like it to include the page breaks I already created, it is not doing so, I deleted all the page breaks and put one in where it should be to see if that was the issue and I still get the page break in random spots, now where I want it. The page break is set before where it is actually breaking the page, so what am I doing wrong?

Unfortunately, it is not possible to create the PDF with the existing page breaks. The form shall be created as a single page or uses the default page size. Please refer to the guide below that can help you with more information on creating PDF forms.

Then maybe you should remove the option when you go to create a PDF, because it is misleading.

Please note that the Page break option displayed is to create the PDF form as a single page or use the print default page breaks. The PDF form generated is not using the existing page breaks on the but adding page breaks enable the form to be printed.
