Why doesn't my form views count match my page analytics?

I'm told we reached the limit of 1,000 form views but our analytics show only 401 sessions on the two pages on which we have forms. Why don't the numbers match?

I have checked your account and see that there are 3 forms. However, the Contact Page form is the only form having more form views about 1050 views for the month. However, the other two form views are not having more than 50 views combined. You may check the form analytics by selecting the form and click on Form analytics from More menu.
