Drag and Drop option for file upload field not working

What all settings are required in a typical browser to make sure the drag and drop option is functional? Is there a particular browser that is preferred?

The drag and drop option is a hit/miss with our teammates who are testing the form capabilities from their own computers. I can't find any particular setting that is missing that is not on my computer.
