How can I add users?

I don't want my employees to edit the form itself, so the "collaborate" button doesn't work for me. I want them to be able to complete the form, save, and return to it to finish it. I know that I can embed the form into my website so getting them access to the form isn't the issue. However, what about saving the form and coming back to it to continue filling it out?
