i cant add a page break

There is no tool on the left that provides me with a page break - there are no survey tools?

You're using the new form layout. That's the reason why you're not able to add another page. You just need to add another field to your form and it will automatically add another page to your form.

If you want to use and manually add a page break to your form. Please go back to the legacy form layout. Here's a screen animation guide:
