I cannot understand what is the purpose
of using Section Collapse?
Can you be specific more?

Section collapse is used to manage/organize your forms by having several element hidden in section collapse. This means I can have several elements hidden by Section Collapse. See demo below of my form with collapse and without collapse:

I checked your form and I can see that the Section Collapse is working properly. Here's a screenshot:
I suggest you change the Section Visibility to "Hidden" so that the fields below the Section Collapse will not appear unless the user clicks it.

It seems that you have disabled the form on your account. However, I have cloned your JotForm to my account and see that the Section Collapse is working as expected. Please see the screencast below:
If you do not want to display the fields within the Section collapse tool when the form is loaded, you may set the Section visibility to Hidden from the Form Collapse field properties.
