WHEN I TRY TO DOWNGRADE, IT TELLS BE I AM CANCELLING SUBSCRIPTION. WE HAVE VERY FEW APPLICATIONS IN THE FALL. I WILL UPGRADE AGAIN IN DECEMBER.

I'm sorry, but I don't understand do you want to downgrade or not? Downgrading means canceling the subscription, but that will not cancel the account, the account stays and the forms created.
