My company is interested in purchasing an account to set up evaluations of all of our locations by Regional Managers. My question is if multiple Regional Managers would be able to access multiple different locations at the same time? Or will we need to have an account for each separate Regional Manager?

You can share the login credentials with the ones you need to check the account, they should be able to log in as long as they have the correct credentials.
Alternatively, you may share forms with them by setting them as sub-users so you can share forms and submissions with them, they will need to have their own account in order to log in and access the forms, please check this guide that will provide you more details about it: https://www.jotform.com/help/232-How-to-Share-Forms-with-a-Sub-Account-User
