I have created a form that uses the "Upload File" feature. When using on a iPhone or iPad tablet the "Upload File" feature does not work. It works fine on a iMac or PC but not the iPhone or iPad, we can only assume that it will not work on Android devices either.
Is there a solution to this issue or a work around?

The "upload file" is known to have incompatibility issue when used on some mobile devices when not using opera-mini or icab browser on the device.
This was addressed just recently by JotForm's new integration feature Filepicker.io.

We signed up for Filepicker.io but from what we can tell it does not support iCloud. Most iOS users use iCloud not Dropbox or others.
As a work around to this issue we placed instructions in our "Hover Dialog" that says for the user to send us their photos via e-mail if they are on a mobile device.
Not a great solution but workable.

Yes, you are correct on this. It seems Filepicker.io doesn't support iCloud. Unfortunatelly, this is what JotForm got for now.
The workaround you did is viable too. You may also want to try using the Free Text(HTML) field to be able to put fix annotations on the form (that says the same thing as the hover text). This way, user will not be able to miss the instructions if the hover text was not hit.
