I was wondering if I send someone a lengthy form, do they have the option to only fill out some of it, save it, and return and finish it at a later time?

Yes, we have an auto-fill feature where your users can start filling the form, close it and come back to finish filling it. The data will be saved in the Browser's cookies so your users will have to use the same Browser when they come back to finish.

Also, I am having trouble dragging and dropping questions into a different order. I understand how to do it, as I’ve done it before, but it’s not allowing me to ‘drop’ the question into a different order anymore.

That does not happen normally. But to make sure, before dropping the field to the desired position, please ensure that it will hint that it will drop to the desired place where you want it. if that's not working, please try to clear your browser's cache and try editing your form again.
