We are experiencing issues with a message on unique submission which blocks our users from filling out the form. Checking the settings, the unique submission value is set to "no check". However, the problem persists.

I checked your form and there is a "Unique Question" set
I believe that triggers the unique submission error, Try removing that or turning it off.
