I don't have paypal pro, but is it possible for me to still accept credit card payments without customers having to sign up for paypal?
I don't need it directly on the form but I need to have the option in the popup window that redirects to paypal when they submit the form. -

Users should have the option to pay by credit card when redirected to PayPal.
They are given the option to pay via PayPal account or via credit card.

that's odd. Once they fill out the form, it redirects straight to a PayPal login page. Isn't there usually a button where it says to "pay with credit card".
I've just tested this and it only has a login page to paypal. -

So instead of getting a page like this saying login or credit card
I'm instead getting this page at the checkout:
And I'm wondering if this is a redirect problem, or something I can actually edit on the form maker

That happens because PayPal has a cookie on your browser and knows that you have a PayPal account. They want to get people to use their PayPal account instead of credit card that's why if they think you have a PayPal account they do not show the credit card option.
If you try from private/incognito mode in your browser or if you clear your cache/cookies, it should show pay with credit debit.
