In the Save and Continue Later function, you should have 2 forms. The initial form and the main form. 

In the initial form, this where the user will enter their email address. The email address will be used for the session. If you follow the guide, it will advise you to put the session link in the Thank You page and in the Autoresponder email. The Autoresponder email is the confirmation email your user will receive. The user can click the session link to open the saved form.

In the main form, you should use the Page Break tool (Next button). The process is that when the user clicks the Next button, the data on that specific page will be saved in the session. So, the Next button is an important part of the main form.

To test it, fill up the first page and click the Next button. After that, close the form and open the link you receive via Autoresponder or in the Thank You page. You will see that the data will be saved on the first page of the form.
