How to have the collapse tool closed by default?

Also, how do I set the section collapse to be closed when the page is navigated to?

Please note that the collapse tool can be set to be closed by default, the option can be found under the field settings: 

The section visibility is the content inside the collapse tool, the button visibility is the button as such.
