I have done the same, i get the notification but the person who completed the form does not.

The reason for this is because you are using encryption on your form ( 72963198870370 ).
Autoresponders are disabled when encryption is enabled. However notifications will work. The only problem is the receiver of the notification will need a copy of the private key to access the data.
