This issue is occurring in one of my client's accounts opened after the implementation of your newest form layout.
The issue is threefold: When attempting to edit the form from an edit link using Google Chrome or Firefox, we are unable to access any of the fields. The start button comes up and the guide along the bottom is displayed. When you click on the guide the question zooms in and zooms right back out. This does not happen when using Safari.
This is the second issue. The first question on this form is a hidden field. In Safari, you are able to see this field even though it is being accessed via the edit link. I researched this issue and found a thread that discusses it and indicates that this can happen if the field is set as hidden is set though conditions vs the dashboard setting that allows you to elect to hide a field. This field is hidden through the dashboard setting. I am providing the link for your reference.
The third issue is that I am unable to test whether or not the data entered through the submissions dashboard would show in this field because, as reported earlier, I am unable to submit the updates through the dashboard. Again, none of these things are occurring in my legacy account that has been in place for several months and uses the legacy layout.

Please note that the hidden fields will be displayed if you're accessing to the edit link while logged into the owners account.
I would recommend you to test the link while you're logged out so you see hidden fields to remain like that.

I have been trying to do just that in a different browser system. Chrome and Firefox zoom in and out and you cant' edit anything. Please view the form https://www.jotform.com/edit/3847697849216110740 in chrome and firefox and see if that can be remedied. I've had decent luck with Safari UNTIL I LOGGED out and now it too is zooming in and out without allowing for edit. I can just remove the edit link from the acceptance email but I wanted the user to be able to edit their forms as we are paying for. There is no problem with my legacy account. Please advice.

I have checked the links you have provided and seems the submissions were already deleted.
But I have tested this on my end and was able to replicate the issue, I will forward it to our second level so our developers can have a look on this.

The problem should be fixed. Now, editing submission should be work properly. Please check it and let me know if you'll need anything further.
