I have multiple email addresses as notification emails
but I have a condition to send to 1 address if certain criteria are met
after testing it seems to be sending to every email address I have on the email list

I have checked your JotForm now and see that there are no conditions set on the form to redirect the notification to a different recipient.
Did you delete the condition on the form?
