Configurable List Question

Is there a CSS code in the configurable list that can limit the number of "yes" responses in a dropdown menu?

For instance, in form below, I've set the configurable list at a maximum of 25 persons/lines. However, only up to 15 of those 25 can have a "yes" for the dropdown menu option (if that makes sense). Thanks!
