Is there any way to add tax for the shipping address?

Without adding every county in the USA, is there any way for it to add the appropriate tax for the shipping address?

Yes it is possible to achieve your requirement. You need to edit your form's address field and set the "State Options" to "American States". Once this is enabled, all states will be listed in the tax option of your form's payment field. You will only have to add the tax percentage for each state.
