Previously, I was able to edit jotforms without it creating a new ticket. Now every time I edit the Jotforms an unnecessary ticket is generated. Can you help fix this issue? Please let me know if you would like more details?

Please provide clarity on what ticket issue you were referring to here. I reviewed your form but I was not able to identify the issue at this time.
From what I understand so far, it could be you meant the form was being automatically submitted(generating submission ticket) when you were just editing the form in the Form Builder. I checked this, but I was not able to replicate the same issue on the Form Builder.
