Incomplete Payments are caused by users who never made any payment. If you have a form that is integrated with PayPal, here's what usually happens:
1. User fills out your form.
2. User submits the form.
3. After submitting, they will be redirected to PayPal.
3A. If they make a payment, then that's a payment submission.
3B. If they didn't pay, left the PayPal page, closed it, etc. then that will be an Incomplete Payment.
