Once client enters name and amount owed, hitting submit is not redirecting to Paypal but instead says "Thank you." We have not changed any settings on this form.Page URL:

I have tested your form and could not replicate the same issues.
Would you kindly try clearing your browser cache and try testing the form again.

Thank you. Turns out that the client was not entering the amount due and leaving it at zero which was why it wasn't redirecting.
