My form is disabled and has not reached the 100 monthly answers that my plan allows to have it happen

The 100MB upload space limit is a total account space limit, we do not reset it each month. If you would like to clear some space, you can remove some form entries from submissions page of the 'Identity Verification Form' in order to delete associated upload files.
