On my "fabulous photos request form"...at the very bottom there is a box that says, "i have read, understand and agree to the form in it's entirety."
when someone checked it off and tries to submit the form, it says "this field is required" -

It's also not letting my scribble a signature...however my client said that worked for him.

Even when the Terms Link is not used, it should be still filled within the Terms & Conditions widget. I have updated the widget on your form.
Then, I was able to submit the form without any issues.
