Unable to move the form field after the payment method

I am trying to move a paragraph of text to bottom of my form, but cannot seem to get it bottom, payment settings will not move upwards either

I want the following text just before the submit button, but credit card payment field will not move up.

Thanks for reaching out to us for help. I cloned your form and tested it to see if I could replicate the issue, and I ran into the same issue. It looks like the card details are defaulted to stay at the bottom of the form. The lowest it could go down to, is in between the address and the card details field. I tried adding on my sample form and the error shows. This is a part of the functionality.

Thanks for the response. I never had this problem with Paypal Pro Integration, but this form is using PayPal Business, so I guess it is a feature now?
