Upgrading Bronze to Silver gives a regular price

Hi. I was trying to upgrade my plan to take advantage of the $19.50 p/mo, but when I try the system wants to charge me $234 p/yr (the standard $39 price) instead of the lower price. Is the $19.50 only available to new subscribers? If so, too bad for me!

The regular price for one year for Silver is $468, or $39/month. So the $234 for one year's subscription is actually a discounted one.
