Have signed up for the new service last week that includes 25 forms. I had been using the no charge version a year or two ago. Notice that the old forms are being charged against the new 25 form limit that I just purchased. Is that correct?

Your JotForm account robertdorn is under a bronze plan that allows you to have up to 25 active forms, you have 12 active forms so far so you're under the limit.
Once you reach the limit you may archive/delete some unused forms so you have more room to create new forms.
Now, if you have another free account and you had more than 5 active forms, then they will be grandfathered and the limit will apply to your account only if you need to create more forms.
