I checked your form and it is properly integrated with PayPal:

It only happens once in a while - not sure if it is a problem with customer's PayPal account or my form. The submission goes through so I think they have paid but when I look at PayPal, payment is not there.

I would see that possible only if they didn't choose any product so the PayPal total field is empty.
Since the product fields are not required, they are able to not select them and submit the form.
So, please check if those submissions (without payments on PayPal) have any product selected.
