Our forms are not accepting the users data unless they click 'Return to Merchant' on the Paypal page after successfully making payment. This seems to be a new problem. How can we correct this?

Could you please try enabling PayPal IPN in your PayPal integration:
https://www.jotform.com/help/276-How-to-Enable-IPN-on-your-Paypal-Account
Then try enabling auto return in PayPal: https://www.paypal.com/ph/cgi-bin/webscr?cmd=p/mer/express_return_summary-outside
