I just sent up my first reoccuring billing form using Authorize.net and I am getting an error and I have no idea what is wrong! It just keeps saying, "Automated Recurring Billing is not enabled."

As per the error screenshot you have shared that clearly says that ARB (Automated Reurring Billing) is not enabled in your authorize.net account. I would suggest you to please enable ARB in your authorize.net account and that should solve your problem.
