PDF Download has reduced from 20 per download to 10

I have asked before for that to be increased. You said that it could not be due to resources so I have dealt with the inconvenience but now it is HORRIBLE for our productivity time because they only download at 10 per download.  What happened? I see others asked for the increase in other threads from 20 but now we have regressed.  Is there something that we can now choose the amount to download in settings or something?  Please advise.  I need help urgently! This is a major inconvenience. I expected things to get better not worse.  I really hope you have good news for me and I can choose the download amount somewhere, please advise.
