Struggling with conditionals and notifications

I'm struggling with how to perform this piece of conditional logic within this form: https://form.jotform.us/71944829184165.

In plain language, this is what I want to occur: if "administrator email" is filled out, I want "notification 1" to be sent to the address entered in "administrator email." How do I make that happen, and ensure that it doesn't interfere with the other emails that are supposed to go out automatically (including what's articulated in the conditionals, etc.)?

Please note that when you conditionally send an email the default senders will be overwritten, the email will not send until the conditions are met so if you would like other notifications to be send no matter the response then you would not need to relate them to any condition.
