Why does out sub account only have 100 returns when we have a bronze package?  

Sub-user accounts are given access to a shared folder.  Any forms created in that shared folder are created in the account that added shared access with them, giving them the limits of that account. 

Sub-users can still create forms in their own account, but they would be subject to the limits of their own account.

Can I move a form into the shared folder?

Yes you can move the form simply by drag and drop to the folder.
