force widget to show scroll bar

widget with scroll bar problem:

1) scroll bar does not show unless I click on the content in the widget.

2) cannot scroll on the content window. 

3) user must scroll by using the scroll bar.

This is problematic especially for those who use a mobile device.  

Can I allow users to scroll on the content itself without using the scroll bar? 

I am referring to the #80085794438164.
