on our "The Crossing Spread the Love Fundraiser" the payment field does not seem to working properly. What have we done wrong?

Your question is a bit vague. Can you please make it clearer?
I've checked your form "The Crossing Spread the Love Fundraiser" and noticed that the payment field is involved to the folowing condition:
In other words, the field "$15 per child" appears only if "Child's Name" is filled:

Is this a Jotform issue or a Paypal issue?

It is because the Total field is empty or zero which is why it just proceed and submit without payment.
You can add 5 Short Text (one for each chid) entry field that will hold the value of the child ($15) if there is something written on the name fields it will add "15" on that Short Text.
Then add a Form Calculation that will add all and hold the total amount of those 5 Short Text entry you added earlier.
