I am trying to setup an online order for for my son's school. They allow parents to order gifts for their kids and have them delivered to the student. They only accept checks or cash. The PTO doesn't have a PayPal account to use. Can I have them fill out an online order form, and print it to send into the school with their check or cash?

You can create the form with Purchase Order payment processor. The PURCHASE ORDER payment tool allows you to create payment forms without payment vendor integration. In other words, no actual payments will be processed.
