I'm looking to produce a form that will allow people to a yes or no question. If the answer is no, the form will be finished. If the answer is yes, they are able to enter the information needed for the weekly publication that I produce. Is this possible?

Yes, you may place the question at the very end of your form, then if they answer yes you may show the needed fields so they complete them before to finish the form, otherwise they will just be able to submit the form.
Please check this guide that will help you showing/hiding fields based on user's answer: https://www.jotform.com/help/316-How-to-Show-or-Hide-Fields-Base-on-User-s-Answer
