Quantity prepopulating as "1" vs. "0" on items

I used a template for an order form and suddenly in the middle of creating the form, many of the item numbers starting showing up as "1" instead of "0" and the "0" option is not available.  Can you help?

If you want to have the '0' option you have to set the range from '0', not '1'.
