Country On Address Field

Why does the country field keep showing even though I have turned off?  I have been told it is something with your cache.  But I keep getting complaints about this. Can you please come up with permanent fix?  

How can you please fix this issue for me on all of my current forms?  I love your software and service, but this is very annoying.
