I am trying to help a user register and pay using one of our forms. I get the message "Processor Decline" Can you help me troubleshoot what the problem might be if we are getting this message?

The "Processor Decline" error message usually means that a bank of your customer declined the credit card payment. It can be that the credit card doesn't have enough money, it is expired or something else. You may suggest your customer trying with another credit card or contacting their bank.
