What are the limits for each level of subscription?

I would like a better understanding of what the Free subscription includes. Am I understanding that there are only so many submissions allowed? Is this monthly or overall?

The limits, with the exception of file and submission storage which are running totals, are per calendar month.  The limits reset on the first day of each calendar month for all users.
