I have changed the notification email address in the email alerts option, but every time I test it, they keep going to the old address (which is also the address in my account profile.

Have you tried already deleting your browser cache and cookies? If not, please give try and let me inform you also that Test Email button is sending email notification the account email address only. This is done to prevent spammers abuse. Actual submission will be sent to the correct email/s.
