Hi our form has been turned off for payment limit reached. Can user still use the form without doing the payment, e.g. can you only turn off the payment feature in the form? Or if we remove the payment element in for form, can user still use the form?
When the next billing cycle starts, will our form be reenebled? And how to find out when is our next billing cycle?

Yes, you have exceeded your payment limits only. Regular forms or forms without a payment integration will still work on your account. Making the field not required and hiding it from the payment form will also do instead of removing/deleting the field. For as long as there is no payment, that is considered a regular submission.
As for the billing cycle, you will be charged every 8th of the month. However, the submissions limit will reset every day 1st day of the month.
