I was reading that I can have multiple notifications sent of a submitted form for paid users. I am a paid user, yet this feature is not working for me.

It seems you have clicked on the "TEST EMAIL" button of your notification email alert. Please note that clicking on the "TEST EMAIL" button will always send test email to your account profile email address. If you want to test all the recipient email address you have added in your notification email alert, you will have to test your form by clicking on the submit button of your form and sending a test submission.
Please preview your form and test your form by clicking on the the submit button of form.
