Whay are we not able to submit form when upoad field is not filled?

when I add the option to add a file in the form is it possible that those who fill it insert a photo? because I tried from my site and with the pictures tells me the missing file and does not send me the form

Its not quite clear what the issue is form your explanation. Do you mean the form is not submitting when you do not upload file? If this is the case, then the reason the form is not submitting is because the file upload field is set as required hence form can not be submitted if field is not filled.

If your want to make this field optional such that user can choose to upload form then kindly set the field as un-required.
