Can I use these form to have segmented lists?

Can I use these form to  have segmented  lists? I would like to have the  the form  displayed  on http://shihtzuexpert.com/  

Is there a way to add the email subscriber to various segments based on the their preferences? for example 

if they visit a an article about a health issue like canine  distemper can  I tag  them and add to a list of  subs about health issues

If  they visit a page about dog clippers or hair cuts for puppies, can I add  them to a separate  segment say  Dog Grooming?
