I tested your form and got the "Decline error message" which is ok since I used a test card.

Is your form embedded on a site or are you using the direct link to the form? I just made a test donation on another form that is integrated with BluePay and was able to submit my donation.
Please share the website url if the form is embedded on a website. If not, please test a live card number, try adding a $1 amount when testing the submissions.
